Sounds like he needs some socialization and some basic obedience/manners. The more you expose him to things, the more comfortable he will be. As for the jumping, teach him to sit when he greets people. You'll have to have him on a leash, and tell the people meeting him to ignore him until he is sitting. Lots of praise and treats when he does the right thing--but with a young, excitable dog, be careful with the praise--don't be too exuberant, because then he'll jump out of his skin again.
