English Cocker Spaniel: Charley

Hi! I live in CA and have a cute Cocker that we got from the pound named Charley. Weve had him for about three or four years, I think. Hes great, but weve always had one problem: KEEPING HIM OUT OF MY MOMS GARDEN! Any advice? Wire fences dont work!
