I believe my Chihuahua was abused...HELP

HI. I was gifted a toy chihuahua 4 days ago and i think he was abused bfore. he is very quiet, doesnt bark, flinches when i go to touch or pick him up. if i get up, he flinches, he doesnt like to chew on toys. i want to train him (sit, come, laydown, etc)but im afraid hes going to hate me. he doesnt like treats - i have bought 6 different kinds - so i dont know what treat to use. if i go to touch him, he flinches and steps back so, what can i do? Should i wait to train him? Thanks for your help....
