Too big for it

Aetius is doing great except for that he is too big for his penis and we have to clean his area out so it doesn't get infected! He is 25 pounds and 13 weeks old, so the vet is hoping his penis catches up at some point. She said that we shouldn't have him nuetered until late so that the hormones can keep working and help him get larger down there. Any one hear of this before? Let me know! The problem causes Aetius to feel like he has to pee and he will stop 4 to 5 times and squat to pee everytime we take him out. He pees in the house too because he has the pressure of having to go all the time.
