Question about a rescue shiba?

Hi - we are looking to adopt a rescue shiba (male) from our local shelter. The only problem is that he exhibits strange behavior - his penis is almost always out - is this normal? He is approx. a year old and was just neutered last week. I have had a few male dogs in my childhood but this was not an issue. Any thoughts or experiences with this issue. I have been told that it takes up to 3 months for him to loose the hormones from the neutering - so will this behavior go away with the hormones? Thanks.
