help needed

Hi, I have a 13 year old bichon that has started making a constant licking motion. She isn\'t licking anything - she just makes the motion. Often, she stops dead in her tracks, turns her head to the side and will lick and lick at nothing. Could this be anxiety? or a sign of early dementia?? Has anyone seen this before? I know it isn\'t related to a dental issue. I\'d appreciate any help.
