Sick old beagle

I have had my beagle for almost 15 years. She is not doing well. About two years ago she was hit by a car and the car damaged her hind leg. And she was diagnosed with heart worms. Our vet told us the treatment was to risky. About three weeks ago she started vomiting after eating and now she is seeming to have trouble brething. She breathes really deep and then gasps for air. I am not sure if she is going to be okay or if she needs to go to the vet. I called them yesterday again and they said to limit her food and water to only once or twice a day. And limiting water seems crule to me. So I am wondering if this is to do with her heartworms or old age. Anyone who may have some ideas please respond. Thanks so much!
