help, selecting puppy

I am going to look at a puppy this afternoon. What do I need to look for? I originally wanted a female but the breeder only has males left. My mom has a bichon frise who exhibits some male characterisitics I don't really care for. The breeder said if you neuter by 4 months they don't do the leg thing. Also I am concerned about the skin allergies Westies are prone to. The breeder said her male and female do not have skin allergies. Are they hyperactive? Anything else I need to know? Thanks in advance
