Having experienced purchasing Pulis from Hungary myself I would offer the follow advice - unless you are an experienced Puli breeder willing possibly to be left with an unsellable litter - DONT DO THIS.
From past experience I can tell you that Hungarian bred puppies grow up at completely different rates to litters I have bred myself or seen in the US. I have been breeding Pulis for 17 years and still WOULD NOT guarantee to be able to pick a promising puppy from a Hungarian bred litter. Admittedly they are very cheap in Hungary - 10,000 flt. which is about £30!!!!! but they have to go into quarantine from Hungary and will still have to even after pet passport scheme comes in - Hungary is not on the list of accepted countries. If imported into Holland they will have to be resident there for 6 months prior to import into England and will need to be microchipped, rabies vaccinated and have been blood tested BEFORE they can come into the UK.
