Bald patch and rabies shots?

My 5-year old toy poodle has always been very healthy, active and with a beautiful coat. Last January, three months after his rabies vaccination, he lost a large patch of hair in his back leg (at the injection site). The skin is clean there, and he never bites it. My vet thinks this is a side effect of the vaccination and says nothing can be done. The patch is quite large now (approx. 1 3/4 inches by 1 inch) and there is no sign of hair regrowth. Has anyone else heard of this problem? Is there a way to get the hair to grow back? Thanks.
