We have a 2 year old pug we just rescued and he completely adores my wife and follows her wherever she does. He gets shy and anxious around myself and it makes me think he was either used to females or has had bad experience before with males. He lets me pet him when he's on our bed or up higher off the ground, but when he is on the floor and I try to pet him or put a harness on him he gets skiddish. Can anyone give me tips or pointers that can help?

I'd say keep his hair short! LOL. Seriously, Pugs don't do well with long hair, buy a clipper and use treats to get them used to the sound. Then clip him/her once a week to keep that Pug hair short.
